Understanding ISPM 15 Compliance

Global and domestic regulations for Wood Packaging Material (WPM) are designed to prevent the international spread of timber pests and destructive organisms.

The International Standard for Phytosanitary Measures No. 15 (ISPM 15) mandates that all solid wood packaging—including both coniferous softwood and non-coniferous hardwood—must be treated before transport.

What is Covered?

Required: All solid wood packaging (pallets, crates, dunnage).
Exempt: Plywood, veneer, reconstituted wood, pressed wood, OSB, and fiberboard (HDF/MDF).

Approved Treatment Methods

To be compliant, solid wood must undergo one of two processes:

Heat Treatment (HT): The wood core must reach a minimum temperature of 56°C (132.8°F) for at least 30 minutes. (Note: While 60°C is a safe buffer, the ISPM 15 standard technically requires 56°C).
Methyl Bromide (MB) Fumigation: Wood is treated according to the schedules approved by the American Lumber Standard Committee (ALSC).

The IPPC Mark

Regardless of the method used, all treated WPM must be labeled with the official IPPC mark. This stamp serves as the universally recognized proof of compliance.
